PLENARY MEETING OF THE SECOND SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON FRIDAY, 7 MARCH
394 People´s Deputies registered to attend the meeting.
At the beginning of the meeting Arseniy Yatseniuk, the Chairman of The Verkhovna Rada of Ukraine, reported that the Bill on amendments to the Constitution of Ukraine (re guarantee of immunity for several officials) was withdrawn from consideration.
The People´s Deputies voted for the shortened procedure of consideration of the first three issues regarding setting up of temporary inquiry panels. Oleh Liashko, the People´s Deputy of Ukraine, reported on the first Draft Resolution on setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the circumstances surrounding the Violation of The Constitution of Ukraine and Ukrainian Laws, by Dobkin Mykhailo Markovych, Mayor of Kharkiv, and Kernes Hennadiy Adolphovych, Secretary of Kharkiv City Council, whilst fulfilling their duties in the system of tariff, property, land, budgetary and financial relations. O.Liashko reported on the facts of violating the legislation on the part of the officials of Kharkiv City Council
Due to the results of the discussion the Resolution was adopted as a basis and in its entirety.
Then the People´s Deputies scrutinized three Draft Resolutions on setting up a Temporary Inquiry Panel to investigate the circumstances surrounding the Violation of The Constitution of Ukraine and Ukrainian Laws, Adoption of Illegitimate Resolutions by Chernovetsky Leonid Mykhailovych, Kyiv Mayor, and officials of the local self-government and executive bodies in Kyiv.
The Resolution "On setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the Facts covered by the Mass Media regarding Possible Violations of Effective Legislation and Human Rights by Lutsenko Yuriy Vitaliyovych, the Minister of Internal Affairs of Ukraine" was adopted by 219 votes.
Vyacheslav Kyrylenko, the People´s Deputy of Ukraine, reported on the first Bill on amendments to the Constitution of Ukraine (re restriction of deputy´s immunity).
Inter alia, the Bill excludes Part 1 of Article 80 of the current version of the Constitution, and substitutes it with Part 2 of Article 80 regarding deputy´s immunity.
Olexandr Lavrynovych, the People´s Deputy of Ukraine, reported on the other Bill on amendments to the Constitution of Ukraine (re guarantee of immunity for several officials). He stated that the institute of deputy´s immunity exists in most countries in the world, and almost in all European States.
However, not only the People´s Deputies, but also the President of Ukraine and the judges should be deprived of immunity.
At the end of the meeting Arseniy Yatseniuk, the Chairman of The Verkhovna Rada of Ukraine, sent his greetings to Ukrainian women on the occasion of the International Women´s Day.
